how to make splines between two particle flows .. based on their ID? .. 0 to 0 .. 1 to 1 .etc

You can't do inter-flow interactions like that. Everything must be in the same tyFlow object.
If you simply mean, different events in the same flow connected based on ID, use the new Set Target operator.
