for my scene i needed less than 50 lights. so i exported a point helper for every light (particle) and linked with "clone and align..." an instance of that light the helpers.

changed something at tycache? previously i could export a cache in 2019 and render in 2016. but now i get the massage that the file was save with max 21 and this wont work with 18.

i realised a big speed difference between exporting and live memory tycache even with m2 ssd with 1,500mb/s writing speed. exporting prt is fast.

for the first one: you could attach particles to the surface and than let these particles emit new ones with inherited motion.
