How to distribute Particles evenly over surface, regardless which topology?

Hello,

often I have the problem, to distribute particles on a (target) mesh surface evenly, which has different mesh density (like fingers of a body in comparison to the legs).
Especially when the particles should cover it like a second skin.

- Is there any operator, which can force particles to keep a minimum distance from each other? 

- Is there any attribute that is behaving like a grid, that keeps distance?
I have seen "spread" for a few "find target" settings, but unfortunately not with those settings which looked best for the shape.
