There are events 1 2 3
Particles from Event 1 want to target Event 2
But it's not that even if it's random
Target filters should not be All or Exclude this event.
Only This Event is possible
what's the reason?

Click the events themselves and change the execution order. Likely the particles you are trying to target aren't born yet at the time you're trying to target them. Set the execution order of the first event to 2.
