I tried to key the Delete operator Range begin/end values, not keyable. Can they be?

Hmm, I see they're not keyable at the moment, but no reason they shouldn't be. I'll make a note.

Not sure exactly how it works, assuming once the value is set to the particle its value would not change, correct? If this were the case a new particle or new entry would acquire the new range according to timing.

It should work fine in theory, particles re-check to see if they're within the valid timing interval each step, so animated timing values would be fine.
