Is there a way to control the start frame of tyBitmap with a controller using a script?

The tyBitmap syncing method allows you to control time however you want....the mapping values used to sync the bitmaps don't have to increment at a normal pace. You can have them freeze, go in reverse, etc. It's just a numerical frame value you're passing through, so the frame can be whatever.
