I think they're describing the nearby particles as neighbors, but how close do we have to be to the neighboring particles
Are we doing it?
Can I adjust the distance that can be called a neighbor?

Are you talking about the Spline Paths operator?
The tySplines object that it sends its data to has neighbor distance settings - that's where you would adjust that threshold.
