When I use PhysX Shape and Find Target at the same time, the position of the target object shifts. Is this the specification?
Increasing the time step improves it slightly, but is there any fundamental way to improve it?

PhysX forces will override any prior alignment you apply to particles. You'll need to use a PhysX Switch on particles to deactivate them in order to apply further rotation alignment, without having PhysX interfere.
