so i saw a simple tutorial for a mystique like effect and wanted to tray it out but the spin operator is not working right.
if i change the spin rate it affects the orientation but its static.
i think its a bug... but maybe i missed something
(i started working on it on an old version but updated today and still not working.)

It's not a bug. You're using Object Bind operators with rotation bind enabled, which are reverting any orientation changes caused by spin in order to keep particles bound to the surface.
