You basically answered your question. Why not simply use "surface test", and make particles dynamic after they pass that test, and before that kinematic? I use it all the time for this stuff.

Have you turned on "density by texture" in your position object operator? Why is on "edges all" mode, why not face? Do you want them on edges? Show us screenshot of your position object settings...

It wont transfer velocity if you use "inherit position" in birth object. You need object bind for that (and don't forgetr to check verlet under position). Here's the simple file doing that:
