Issue with Raw files and VAT

Hello

I've so far been unable to get a raw texture implementation of the VAT modifier to work, png is fine. I've included a video and files demonstrating the problem. I've attempted with various different texture import settings and max export settings but non seem to work, so currently I'm thinking it's a bug.
