I'm not sure that it can work but i think that you can approach this like the flag example in the tyson scenes.
The steam is one event and the top is an other event binded to the first one, so you can have more control on wich part inflate and when.
The only thing that i do not really know how to do is changing the lenght bias to make it 3-4 times bigger, i'm trying to animate lenght bias but nothing change.
Late I will post some screenshot to be more clear.

I Attach You a file and some screenshot of a quick test that i've done. The Pop part is missing cause i do not have time now to finish the test.
Later I will try to do it.
I've also simplified a bit the geometry cause is too heavy for my workstation
