physX geo object not resting

i have some physX leafs falling to the ground, but on the ground
they keep bubbling,
the more increase the physX simulation substeps, the more they bubble.
How can i make them rest...
i have adjusted the restitution, static friction and dynamics friction, the bubbling still continue.
