Why does the typarticleSkin modifier have no top surface break function?

tyParticleSkin is history independent. The only way to have face breaking (like PFlow's particle skin) is to literally delete faces when they become too stretched, which causes popping in the resulting mesh (the popping also occurs in PFlow's modifier). It seems like those types of artifacts wouldn't be acceptable in a production, no? I could never use PFlow's particle skin tearing for the same reason...
