Due to the fragmentation of various interfaces throughout 3ds Max, "radius" is treated as different things for different interfaces/exporters, but generally it's either half the maximum dimension of a particle's shape mesh, or half the maximum dimension of a particle's scale value.
As long as the particle interface is enabled on your flow, you should be getting a radius channel. Let me know if you find a situation where that's not the case.
