Particle Cloud to Voronoi scales with shape

When using a flow to generate the Source Flow Particles for another flow's Voronoi, that particle cloud gets scaled with the particle shape and seems incorrect. 

Steps: Look at the attachment and notice the Source Flow Particles cloud is scaled with the particle that is being fractured.
