Bind Scale within the Object Bind operator means that particle scales will be adjusted to match the face area of whatever face they're bound to.
So if you bind a particle to a face with an area of 1, and then the face undergoes some deformation that increases its area to 100, the particle will scale to 100. I think that's potentially what you're seeing happening? Hard to tell.
