It meant, what it said: Variation in size.
If that parameter is zero, all of the particles will be the same size (defined by the scale parameter).
If it's higher then zero, then particles starting to have variations in size (some are smaller, some are larger), and the more you increase that parameter, the more size variations in particles you will get.
