For that kind of extreme retiming, it's better to do your whole sim in slow motion rather than retime it after the fact.
Cache data is saved on whole frames only, to conserve memory, so tyFlow has no information about which subframe a particle is created on in the cache....so that's why you're not seeing them birth/die on frames 1-19 after retiming.
