Although there is no "goto rotation over x frames" option specifically, you can lower the interpolation value in the Rotation operator to smoothly rotate over time (timing = continuous), or if you know the angle you wish to rotate, you can use a Spin operator to rotate over X frames to get to the desired rotation.
