Particle orientation along surface

Hi ,

I am emitting few particles along surface ( Plane surface ) with a find target in the middle of it.   I want each particle to have a orientation
along its direction of motion . But not all of them behaving according to its direction , also sometime they are flipping directions.

What I am doing wrong ?
