Cloth operator (and particle physics operators) don't work with PhysX (that is completely different solver).
However, with PhysX you can create sort of a cloth.
Basically, your setup is in the right direction... .just wrong operators
Look at the sample files, there's exactly same scene (some rocks falls on net), and it's done with PhysX.
Not sure what is the name, but look at PhysX folder...
