Fracturing plane isn't a bad idea actually.
You can make pretty detailed fractures that way (using clusters), and after you did all fracturing and clusters, you add an shell operator, and bellow you place PhysX.
That way, at least with fractures and clusters you save some time, instead of fracturing and clustering some high polygon box.
