Have you tried the Mapping operator's "Mapping From Camera" option? It will project camera coordinates to particles UVW overrides.
NOTE: because your flow features tons of shape particles, and mapping overrides by default will disable instancing (due to viewport drawing limitations), I would recommend disabling mapping overrides in your Display operator BEFORE adding the Mapping operator, to avoid extremely slow viewport updates. If you're using VRay/Redshift/etc to update, the mapping overrides should still show up in the render as instances. This is just a workaround to a viewport limitation.
Alternatively if you're in max 2020+, you can set the Display operator mapping override setting to "single channel display" which will allow for fast viewport updates even when mapping overrides are present.
