You can scatter any node - including PhoenixFD/FumeFX nodes - on particles at rendertime using the Export Particles operator Object export mode. There's a render-only option that will scatter nodes on particles during rendering only, and clean them up after the frame finishes. The MAXScript rollout also allows you to access particle properties and apply them to the object settings. So you could, for example, link particle age to the frame offset of your PhoenixFD container.
