Million ways to do that... it's easy even with the old particles like super spray.
Did you tried and stuck somewhere?
Or you just ask overall approach?
I'd first try with just regular birth operator, then position icon, then speed (by icon arrow), with some divergence, and collision operator (for wall) with 0 bounce, and 100% friction.
