Yes, it's something like attenuation for the lights.
With decay you are reducing wind strength over the distance (range indicator is the option to see decay visually)
If Decay is zero, then you can consider, it's turned of.

Now, 2 things to keep in mind:
1) Sometimes changing parameters on the Tywind won't be noticeable on the particles (won't be visually updated), until you refresh Tyflow particles (inside Tyflow window, right click - refresh)
2) Since forces are constantly adding to the speed (stronger and stronger all the time), it's often a good idea to place slow operator (by default of 5), and they will act in more predictable manner, meaning, after they reach certain velocity, the velocity will remain the same afterwards (and decay can be used here to further influence how much particles will travel).
