Voronoi fracture produces false chunks from mesh with shell operator

Hello,

I have a mesh with a thin shell operator. It should be fractured with voronoi.

Unfortunately the voronoi is not just fracturing, it is producing some false single chunks as if there was no shell operator before.
When I slice the tyflow mesh, I can see that shell works properly but fracture thereafter causes the failures.

With a very simple mesh (tested a teapot) this doesn't happen

Only way I found, is to keep it very very thin.
I could imagine, its happening maybe in areas, where something is overlapping after the shell operation, but Im not sure.

When I change the order - at first voronoi and then shell operator - it's the same, just looks different.
