Thanks for posting the file.

The fix is simple: put the Speed operator after the Position Icon operator.

The explanation for the fix is that the 'simulate substeps' setting of the Speed operator offsets the position of particles at their starting frame to simulate how particles would have traveled on their first frame had they been simulated with many small substeps....but then you undo the effect of 'simulate substeps' by re-moving them with the Position Icon operator after the Speed operator evaluates. By positioning them first with Position Icon and then simulating substeps with the Speed operator after, you don't override the effect.

Put the Speed operator second and then enable/disable the 'simulate substeps' option to see its effect.
