tear weakness limits

Each binding has a weakness multiplier, so yes that restricts the min/max value of each binding's weakness multiplier.

A weakness of less than 1 means it will be harder for the bind to tear, after neighbor bindings are torn. A weakness of greater than 1 means it will be easier for the bind to tear, after neighbor bindings are torn.

If weakness gets too small, binds will effectively never tear. If weakness gets too large, binds will tear immediately. The limits prevent the values from getting too large or too small.
