If you put your Export Particles in an event it will only export the particles in that one event. If you place it outside of all event (by itself in the flow) it will export particles from all events in that Flow. And lastly, if you want to export from a select set of events, but not all, you can place instanced copies of Export Particles in several events and when you hit the "export particles" button it will export from all events containing that instanced operator.
