tyCache not loading correctly into Birth Flow, ignoring "new particles only"

After long investigation I found this setting at the tyCache object, which only influences the Birth Flow (but not the tyCache, so it seems at first to do nothing)

Elements > "Born/deleted particles" > Subframe scale down...

Never before seen this...

Testing now and I hope it will solve it.
