Make the fabrics smaller at the beginning

Someone to help me with this? I try to make the fabrics smaller at the beginning so that I can include much more quantity, and then make them grow and collide with each other and thus avoid overlapping of the objects. I have observed that the relative multiply does not work since it only works with particles but when applying the cloth it stops working, any solution?
