That doesn't reduce the speed already applied to particles, it reduces the strength of the point force over time. Think of a point force like a little bomb. The decay setting reduces the strength of the bomb over time (the point force), not the speed of the shrapnel (the particles).
Your operator timing is set to "On entry", so the decay setting will have no effect either way because particles are only affected by the operator on the first frame, not on subsequent frames where the decay will affect the point force strength.
