If one wanted to restore particles to their starting state using transition/interp, we can see it being useful for jiggling particles on the spot for example.

Well I don't really think you'd get a jiggling effect if you did that. If you apply a constant force and then also apply a constant interpolation back to the starting state, you'll just get particles either in equilibrium, or dampened. I mean, Restore is just a shortcut operator that can replace a classic Custom Properties save/load...so you can already test what you're suggesting using Custom Properties. If you find a case where an intended effect can't be achieved without interpolation, I'm happy to take a look. But I have a hunch that Restore is the type of operator where interpolation actually won't be useful.

I don't think we are knowing how to use the Restore operator the right way, because I also miss an interpolation, does the operator save the desired data or deliver the previously saved data?

In my case I created particles at event 1, they were in a specific position at event 2 and after another action event (3) I would like that at event 4, they return gently and with some speed variation to the state and position that were in event 2, how could the restoration help me?

That's not a use case for the Restore operator. It only restores properties for the event the particles entered and are still in. If you want to store between events, use a Custom Properties operator.
