How to create stiff bristles without PhysX?

Have you tried Angle Bind?
What are you starting from? Splines are probably the fastest solution along with a Birth Spline, then add geometry thickness later. Maybe Wobble is enough for a really stiff bristles (or if they end up being fairly small on screen).
Have you tried particle bind?
I don't think you'll need Particle Physics at all. Just spawn on splines like Findus said -> strong Particle Bind... maybe add slow... Bind bottom particles with object bind to the handle. I never tried it for bristles... but above method should work just fine. Wait.. I think Tyson or someone created this.. but it was long time a go... maybe worth doing a search on forum (or facebook), though.... it was so long time a go (and Tyflow evolved)... so even if you find it, it might not work.
