You can create regular particles out of Zenith sim if you use Inferno spawn, and in next event Inferno properties.
After you do that, there's a several ways, but you can do property (neighbors) test, for example.

So is there a way for an event to see the actual zenith sim, the voxel grid, and use that as a kind of surface test to send particles?

Yes.
As I told you, you can create regular particles out of Inferno with Inferno spawn and Inferno properties, and then test it however you want.
I couldn't open your scene, because I am on older max (24), but I created you a simple scene where when particles touches smoke, they go up.
I just created particles from inferno and I used Tymesher, and used that Tymesher as a surface test for that other group of particles.
